The Norwegian Final was held at the Oslo Spektrum on March 21st, hosted by Elisabeth Andreasson & Jahn Teigen. The winner was chosen by 10 regional juries.

Merethe Trøan previously came 3rd in the 1985 Norwegian Final as part of the group Pastel. At the ESC, she was 18th. Tor Endresen was a backing singer for Norway in ESC 1988. Wenche Myhre represented Germany in ESC 1968.
