The Estonian Final was held on January 24th at the ETV TV studios in Tallinn, hosted by Anu Välba & Marko Reikop. The winner was chosen by an international "expert" jury.

Koit Toome previously came equal 3rd in the 1997 Estonian Final as part of the duo 'Code One'. At the ESC, he was 12th. Evelin Samuel was a backing singer for Estonia at ESC 1997. Janika Sillamaa represented Estonia at the 1993 preselection. Karl Madis was a backing singer for Estonia at ESC 1994. Ivo Linna represented Estonia at ESC 1996.
