The Estonian Final was held on February 15th at the Linnahall in Tallinn, hosted by Marko Reikop & Anu Välba. The winner was chosen by an international "expert" jury.

Maarja-Liis Ilus previously represented Estonia at ESC 1996. At the ESC she came 8th. Anne Värvimann was a backing singer for Estonia at ESC 1996.
