The winner was chosen by a 44 member jury in 2 rounds of voting - the first to select the top 2 and the second to select the winner. Panikos Charalambous previously came 2nd in the 1985 Cypriot Final. He was replaced by Elpida for the ESC where she came 20th. Anna Vissi represented Greece at ESC 1980 & Cyprus at ESC 1982.
