The Norwegian Final was held on March 1st at the NRK TV Studios in Oslo, hosted by Janka Polanyi. The winning song was chosen by the votes of 10 regional juries.

Kirsti Sparboe previously represented Norway at ESC 1965 & 1967. She also took part in the 1966 & 1968 Norwegian Finals. At the ESC she was 16th. Lill-Babs represented Sweden at ESC 1961. Odd Børre represented Norway at ESC 1968.
