The Serbian Semi-Finals were held at the RTS TV Studios in Belgrade, hosted by Dragana Kosjerina & Jovan Radomir. The top 9 chosen by SMS voting (50%) & an "expert" jury (50%) qualified for the final. Goca Tržan withdrew her song "Fitilj" from the 2nd semi-final for health reasons.

Sanja Bogosavljevic was a backing singer for Serbia at ESC 2007, 2011, 2015 & 2017. Jelena Pajic was a backing singer for Montenegro at ESC 2015 & Serbia at ESC 2017 & 2021. Ivana Vladovic was a backing singer for Montenegro at ESC 2015 & 2018 and Serbia at ESC 2019.
